As we saw in the previous slide everything is influenced by transportation/technology and Cal Poly could be no exception to that principle.

From: “A Historical Sketch of the California State Polytechnic School, 1903-1923” by Annie Marie Morrison…. “Mr. Brooks went to Oakland to see Mr. Mills, he found him sick and went to his home. After a friendy talk the subject of the Governor’s signature was brought into the conversation. Mills said he felt sure that Gage would not sign it. Finally Mills called Herrin chief lawyer for the S.P., and talked with him over the phone. Laying down the phone Mr. Mills said, “the governor will sign the bill, Mr. Brooks,” and he did.

The story where a phone call (by SP) to the governor got the bill signed when originally it had failed twice and was headed for a third failure.
